Medicaid is a state and federally funded program that provides free or low-cost health coverage to people with limited income and resources. In Texas, Medicaid also includes special programs for seniors, people with disabilities, and those who qualify for both Medicare and Medicaid (dual eligible).

Types of Medicaid and Medicare Savings Programs for Seniors

Depending on your needs, you may qualify for one or more of the following programs:

MQMB (Star+Plus)

A Texas Medicaid managed care program for people age 65 or older or with disabilities. Includes basic healthcare plus long-term services and supports like home-based care, adult daycare, or assisted living.

QMB, SLMB, QI & QDWI

Also called Medicare Savings Programs, these help cover your Medicare Part A and B premiums, deductibles, and coinsurance if you qualify financially.

Dual Special Needs Plans (DSNPs)

If you have both Medicare and Medicaid, DSNPs provide extra benefits such as dental, vision, transportation, and over-the-counter items—at no cost to you.

Extra Help (Low-Income Subsidy)

Part D plans help cover the cost of prescription medications and are offered by private insurers. These can be added to Original Medicare or may already be included in a Medicare Advantage plan.

What Medicaid Covers

Medicaid coverage can vary, depending on the plans and programs you qualify for. We’ll review your healthcare needs and help you apply for the right plan that offers the most benefits available.

Medicaid Can Cover:

Primary care and specialist visits

Hospital and emergency services

Prescription drugs

Long-term care or home health services

Behavioral and mental health services

Dental, vision, and hearing (in certain plans)

Medicare Savings Programs (MSPs)

If you’re enrolled in Medicare and your income is limited, you may qualify for a Medicare Savings Program (MSP) to help cover your premiums, deductibles, and other out-of-pocket costs. There are four different programs, each with slightly different income and asset limits.We’ll help you find the one that fits your situation and guide you through the application process.

Qualified Medicare Beneficiary (QMB)

Qualifying Individual (QI)

Qualified Medicare Beneficiary (QMB)

Pays for your Part A and Part B premiums, deductibles, copays, and coinsurance. This is the most comprehensive program and can save you hundreds of dollars each month.

Qualifying Individual (QI)

Also helps pay your Part B premium, but with slightly higher income limits than SLMB. Funds are limited, so it’s important to apply as early as possible each year.

Specified Low-Income Medicare Beneficiary (SLMB)

Helps cover your Part B premium only. This plan doesn’t cover other Medicare costs but still helps reduce your monthly expenses.

Qualified Disabled and Working Individuals (QDWI)

Designed for people under 65 who are disabled and working, but no longer qualify for free Part A. This program helps pay your Part A premium.

You’ll need proof of income, assets, and ID. If you are over 65, there is only an income requirement to qualify for Medicaid. If you are under 65 you must have a qualified disability and be considered low income. We’ll help you organize everything and ensure your application is accurate.

Yes. Programs like STAR+PLUS include services such as in-home caregivers, assisted living, or nursing care. We’ll help you find out what you qualify for.

You may qualify as “dual eligible.” This means you can get additional benefits—often with $0 out-of-pocket costs—by enrolling in a DSNP (Dual Special Needs Plan). We’ll help you get the best of both programs.
